In a press release dated January 18, 2013, the Department of Education or DepEd announced that the 2012-2013 National Achievement Test (NAT) will be conducted on March this year for selected levels of elementary and high school students in public and private schools nationwide.
Schedule of 2012-2013 NAT will be as follows:
- March 6, 2013 – For fourth year students of public and private schools
- March 12, 2013 – For Grade 3 pupils of public and Madrasah schools
- March 13, 2013 – For Grade IV pupils of public and private schools
NAT is administered annually by DepEd to gauge the academic performance in key subjects of elementary and secondary students in both public and private schools. Each examinee in Grade IV NAT shall be issued with a Certificate of Rating (COR) per subject area, which will reflect the examinee’s readiness for secondary education.

A concern, just this afternoon our school counselor received the testing kits for tomorrow’s NAT. He also mentioned that our school provide a mainstreamed class for Deaf students. Upon hearing the word Deaf, DepEd staff informed our counselor that students with special needs should not take part in this national exams. When asked why the DepEd staff informed him that there is a memorandum saying so. My questions are, how can we assess the performance of our Deaf students if they are prevented from taking part in this exam? They did not even provided an alternative and equal examinations from such students. How will we know if our school provides a standard and appropriate education for such whereas it is DepEd that promotes the Inclusion Program?
